Sunday school. Departmentalize by grades. Open assemblies. Small Sunday School classes of 20-25. Divide classes when running more than 25. Make sure all have accurate class attendance records. Promote to the next class each June. Turn in absentees for follow-up. Make Sunday School exciting.
